Despicable Attempt to Frame Dr. Natalia Vitrenko Stinks of Nazism

Lyndon and Helga Zepp-LaRouche: Despicable Attempt to Frame Dr. Natalia Vitrenko Stinks of Nazism in the Bandera Tradition—Victoria Nuland’s Favorite Ideology

American statesman Lyndon LaRouche and his wife Schiller Institute founder Helga Zepp-LaRouche, today forcefully denounced a Nazi-led campaign being carried out by the Security Service of Ukraine (SBU) to defame and threaten the prominent Ukrainian economist and former Member of Parliament Dr. Natalia Vitrenko, a heroine and leading intellectual leader of that country.

“There has to be a high suspicion that this is being orchestrated by U.S. Assistant Secretary of State Victoria Nuland,” said Lyndon LaRouche today, “or by someone else with an affinity for Nazis in the Bandera tradition, such as Nuland is notorious for.”

Helga Zepp-LaRouche, who in February 1997 co-initiated with Vitrenko the “Appeal to Convoke a New Bretton Woods Conference,” as a pro-development reorganization of the world economic system, responded to news of the escalated attacks on the Ukrainian economist and politician: “These slanders are all the more despicable, in that they occur one month before the 70th anniversary of the defeat of Nazism in Europe, in May 1945. The nations said after the end of that war, ‘Never again!’, but the Western governments have forgotten about that pledge. Natalia Vitrenko has had the integrity to expose the neo-Nazi revival, and to give evidence of Banderite atrocities, both historically and in our day, while Victoria Nuland’s chosen Prime Minister Arseni ‘Yats’ Yatsenyuk, on the contrary, had the nerve to say on German television that the Nazi invasion never occurred—that it was only the Soviet Union that ‘occupied’ Ukraine.”

Dr. Vitrenko has twice been interrogated by the SBU for supposedly receiving Russian funds for the purpose of engaging in what some media have maliciously depicted as “propaganda work to discredit the Ukrainian government authorities, to provoke armed conflict between different layers of the population of Ukraine, to incite ethnic hatred, and to provide information support for conducting ‘referenda’ in Ukraine’s eastern regions.” A statement issued yesterday by Vitrenko’s Progressive Socialist Party of Ukraine (PSPU) pointed to stories published this week by the Glavcom news agency (glavcom.ua) and other media, which cited SBU “suspicions” about Vitrenko’s receiving money from the Russian Foreign Ministry-run Fund for the Support and Defense of the Rights of Compatriots Residing Abroad.

The allegations date to May 2014, when the accounts of Dar Zhizni (Gift of Life), a women’s NGO headed by Vitrenko, were frozen. According to Ukrainian media, this was done “in the framework of an SBU investigation of funds transfers through Ukrinbank, intended for persons suspected of infringement of the territorial integrity and inviolability of Ukraine.” Headlines in the current flood of media coverage name Vitrenko as “a major sponsor of separatists and terrorists,” which are broad categories being used by the current Ukrainian authorities against their political opponents. Alexander Bondarchuk, head of the small Ukrainian Labor Party, and a colleague of Vitrenko both in the Parliament and as a co-signer on her statements against the violent, neo-Nazi-spearheaded February 2014 coup d’etat in Kiev and its aftermath, was arrested March 18 on charges of “infringing the territorial integrity of Ukraine.”

Translations of the PSPU statement on the renewed threat to Vitrenko, as well as one on the Bondarchuk case, are provided below.

SBU head Valentyn Nalyvaychenko announced in an April 1 interview that the model for his agency is Stepan Bandera’s Organization of Ukrainian Nationalists-Ukrainian Insurgent Army (OUN-UPA), which collaborated with the Nazis during their invasion of the Soviet Union. In view of Vitrenko’s biography and her courage in continuing to speak out on the economic and political devastation of Ukraine since last year’s coup, the attacks have the pro-Nazi stench, typical of U.S. Assistant Secretary of State Victoria Nuland’s projects in Ukraine. Nalyvaychenko, long associated with the Bandera Trident (Tryzub) organization, a core component of the coup’s Right Sector shock troops, boasted in a May 2014 Atlantic Council conference call of his “intensive” intelligence-sharing and other cooperation with “U.S. colleagues.”

Zepp-LaRouche noted that Vitrenko has spoken frequently in Europe, on both the harm done to Ukraine’s economy by IMF and free-trade policies, and the threat of the revival of fascist ideology in Ukraine, encouraged from the West. “Dr. Vitrenko is well-known and highly respected in Europe,” said Zepp-LaRouche, “and she has had high-level meetings both there and, in earlier years, in the United States. It is important for political figures worldwide to condemn these ludicrous attacks on Natalia Vitrenko, and identify where they are coming from.”

LaRouche and Zepp-LaRouche were Vitrenko’s guests in Kiev in 1995, when she was an MP. An economist specializing on Ukraine’s social services sector and the impact of International Monetary Fund (IMF) conditionalities, she ran a strong campaign for the Presidency of Ukraine in 1999, polling 11% even after her campaign was disrupted by an assassination attempt, in which she and 40 others were injured by grenades thrown at a rally. In recent years, Dr. Vitrenko spoke at conferences of the Schiller Institute in Frankfurt, Germany, in April 2013 and October 2014.

In a speech video-recorded for the March 28-29, 2015 conference of the Citizens Electoral Council of Australia, Vitrenko herself recalled that, “From February 23 to March 5, 2014, our delegation of leading representatives of some Ukrainian leftist parties was able to tour Europe, visiting France, German, and Italy,” where they held “dozens of meetings, press conferences, and interviews… I was able on 26 February 2014 to hold a press conference at the European Parliament. … Already then, we warned about the threat of civil war and the disintegration of the country, which could lead to World War Three. And at that time, I called on Berlin, Moscow, and Paris to unite efforts: specifically these three centers—Berlin, Moscow, Paris—to unite their efforts and prevent the Nazis from taking over in Ukraine, and to help institute a ban on all neo-Nazi parties and movements in Ukraine.” <http://cecaust.com.au/2015conference/panel_03/01_natlaia_vitrenko/20150329_vitrenko.html>

Natalia Vitrenko’s latest video address, posted today on her website www.vitrenko.org, is titled “A Military Junta instead of European Values.” She analyzes the law introduced into Parliament April 3 by President Petro Poroshenko, which provides for declaring martial law in Ukraine either in the face of an armed invasion, or “the threat of attack.” The latter formulation, Vitrenko alleges, provides for acting on the basis of “fabricated threats”—just like the SBU’s “bluff, that Vitrenko is threatening the territorial integrity of Ukraine.”

SBU Uses Fraud to Terrorize Progressive Socialist Party of Ukraine (PSPU) Leader Natalia Vitrenko

8 April 2015

PSPU Press Service statement
The Security Service of Ukraine (SBU) is continuing political defamation against the left opposition party leader, People’s Deputy of Ukraine, and former Presidential candidate, Doctor of Economics Natalia Vitrenko. The latest piece of fakery was disseminated yesterday on the websites “http://glavcom.ua/” and “http://www.ukr.net/”.
The false accusation was embedded in the article’s headline, which declared: “Vitrenko Received 8 Million Rubles from Russian Minister Lavrov.” Further on, the motive for this defamation is disclosed: “Investigators suspect that these funds will be used for other purposes. In particular, that they will be used for propaganda work to discredit the Ukrainian government authorities, to provoke armed conflict between different layers of the population of Ukraine, to incite ethnic hatred, and to provide information support for conducting ‘referenda’ in Ukraine’s eastern regions.”
It is no accident, that this latest falsehood has been disseminated. The regime brought to power by the Euromaidan is discrediting itself through economic collapse, social genocide, corruption, and its inability to establish peace and preserve the territorial integrity of the country or realize the promised European values. Natalia Vitrenko has been interrogated twice at the SBU. She offered facts to prove that the “suspicions” are invalid and the statements false. But efforts to defame her and shape a negative view of her on the part of the public are continuing, through the media.
As for these suspicions, they are either the product of minds that are hallucinating, or of officials experiencing a bad hangover, or of fear over bearing ultimate responsibility for defaming and tarnishing the business reputation, both within the country and worldwide, of Ukrainian statesman and political figure Natalia Mikhailovna Vitrenko.
We demand that Glavkom and Ukr.net publish a retraction, in the form of publication of this statement form the PSPU Press Service.

The following PSPU statement, dated 9 April 2015, concerns Alexander Vasilyevich Bondarchuk, head of the Ukrainian Labor Party (Marxist-Leninist), People’s Deputy of Ukraine, 2nd, 3rd, 4th sessions of the Supreme Rada, who has been a co-signer with Vitrenko on several statements against the February 2014 coup d’etat and its aftermath, such as the April 16, 2014 appeal “Stop the War of the Self-Proclaimed Ukrainian Authorities Against Their Own People!” Bondarchuk was arrested March 18. <http://www.larouchepub.com/pr/2014/140416_vitrenko_release.html>.

Ukrainian Courts against Labor Party Leader A. Bondarchuk, and European Standards.

9 April 2015

PSPU Press Service statement
On April 9, 2015 the Darnytsky District Court in the City of Kiev began a preliminary hearing on charges brought against People’s Deputy of Ukraine of the 3rd and 4th convocations, leader of the opposition Ukrainian Labor Party Alexander Vasilyevich Bondarchuk.

Alexander Bondarchuk is charged under Article 110, Section 1 of the Criminal Code of Ukraine, “Infringement of the Territorial Integrity of Ukraine.” The Security Service of Ukraine (SBU) has applied this article because of two articles concerning the authorities possessed by Southeast Ukraine, published in the newspaper Rabochy Klass (Working Class), of which A. Bondarchuk is editor-in-chief. The accusation is constructed on expert analysis done by the SBU, concluding that the articles contained indirect infringement on the territorial integrity of Ukraine.
A. Bondarchuk has new defense lawyers, in the trial. The first motion they announced sought to release the political leader from the cage in which the accused sits. The court went into conference and, upon returning to the courtroom, announced a recess in the session until April 17, 2015. A. Bondarchuk told journalists that his rights to defense during preparation for trial have been grossly violated. For more than a week, no his government lawyer failed to visit him. Newspapers have been withheld from him. He was notified of the April 9 court session at 23:15 on April 8.

A. Bondarchuk and his attorneys believe that the chief motive for the criminal prosecution of him is political.

Schiller Institute Celebrates Dialogue of Cultures in Düsseldorf

On March 7, 2015, the Schiller Institute and friends organized a beautiful German-Russian ‘Kulturfest’ in Düsseldorf, North Rhine-Westphalia, with approximately 70 people participating.

The evening was opened by Kasia Kruczkowski, who identifed the necessity of dealing with the current international strategic situation from the highest standpoint, in the context of a cultural dialogue.  Especially today, when the Russians are blamed for being megalomaniacal, the Chinese are blamed for being imperialistic, and the Germans have almost no idea of their own Classical culture,

Kasia Kruczkowski

Kasia Kruczkowski

such a Dialogue of Cultures is even more urgently needed. Only such a dialogue can make people once again associate Germany with the nation of Cusa, Lessing, Mendelssohn, Schiller, Schumann, Beethoven, and so many more; and when they talk about Russia, it is Pushkin, Turgenev, Gogol, and Goncharov who would come to mind. Schiller Institute founder Helga Zepp-LaRouche has repeatedly made the point that if everyone could look at the cultural history of another nation, in the same loving way as a patriot looks at his own nation, then there would be no longer be any wars!

This was the thread woven thoughout all the contributions during the day, which both made the event joyful, and also made all the attendees more conscious of the wealth of beautiful works of art that the German and Russian cultures created.

We heard a pianist and singer, both of Russian background, who presented pieces from Tchaikovsky and Russian folks songs. There were several other German Lieder performed as well as recitations from the poetry of the German poet Friedrich Schiller (1759 – 1805) and the Russian poet Alexander Pushkin (1799-1837).

In one presentation the congeniality of the poets of Freedom — Schiller and Pushkin — was expressed with quotes from both, and their influence on the united effort in the fight for freedom against Napoleon was highlighted.

After a short break with very stimulated and excited discussions, the poetic-musical dialogue continued with more perfomances of piano compositions, poetry, and Lieder.

There was a presentation on Schiller’s influence in Germany, especially on Wilhelm von Humboldt, and in Russia, especially on Schukowski, which emphasized the appreciation of Schiller by Russia. At this point an older German woman from the audience stood up and backed it up by telling a true story from 1945, when the Battle of Königsberg between German and Russian soldiers took place.

Right before the battle started, the Russians put a sign on the statue of Schiller in the city, saying in Russian: “Do Not Destroy — A German poet: Friedrich Schiller.” This monument is still standing there in today’s Kaliningrad, safely.

This evening proved to everyone that beautiful works of art are universal, and can enrich and strengthen us all, to meet the challenges of our time. All the participants expressed their deep gratitude, took a lot of material with them to organize others, helped with donations, and were very eager to attend and organize for upcoming events.

They felt human again. Let us continue!

LaRouche Hails Stunning Greek Electoral Repudiation of Troika

“Put more trust in nobility of character than in an oath.”

– Solon of Athens

The results of Sunday’s Greek elections, in which Syriza won a near-landslide victory and will form a new government with Independent Greeks and other parties, was a stunning and powerful repudiation of the murderous austerity policies imposed on Greece by the Troika.

Upon being informed of the Greek vote, Lyndon LaRouche called it a

“profound victory that can secure a shift in the entire European and trans-Atlantic situation.”

LaRouche noted that the outpouring of the Greek people to repudiate the Troika’s austerity regime was one of several recent developments that can rapidly bring down the failed euro system altogether.  He cited the recent decision by the Swiss National Bank to decouple the Swiss franc from the euro, which triggered significant derivatives losses by major Wall Street and City of London banks.

LaRouche noted that the Greek vote will have a

“big impact on Germany.  Merkel and company are in a tough situation, pretending to control things in Europe, but in reality, they have no control and the Greek vote proves it.  They will be shaken hard, and will not be able to pretend that the austerity policies are working.

This is great, the enemy of humanity is being damaged and everyone should be happy.”

As of midnight Sunday, the final results of the Greek vote showed that Syriza received 36.12 percent of the vote, giving it 149 seats out of 300.  The Independent Greeks received 4.69 percent of the vote, giving them 13 seats. The two parties are expected to form a coalition government with a 162 seat majority.

All of the European finance ministers will be meeting today to decide what to do in the face of the dramatic Greek election results, which further discredit European Central Bank head Mario Draghi’s Thursday announcement of a one trillion euro quantitative easing hyper-inflationary bailout of the bankrupt European banks.  Greece’s action could very well be the catalyst of a stampede for the door, with Greece, Portugal, Spain, Ireland, and even Italy leaving the euro system to return to sovereign currency and anti-austerity policies.

The implications for Wall Street are equally dramatic.  The hopelessly bankrupt Wall Street banks are reeling from massive derivatives losses, triggered by the Swiss National Bank’s sudden ending of the peg to the euro.  Those same banks, along with their City of London counterparts, are holding more than $600 billion in junk bond loans to the shale oil and gas sector, and those debts are about to blow out.  This could very well be the trigger for the disintegration of the entire trans-Atlantic financial system at any moment.

LaRouche has emphasized for the past months that the blowout of Wall Street and London is the single most important factor driving the world to a potential thermonuclear war showdown. Increasingly, more and more sane voices are joining LaRouche in warning of the growing danger of thermonuclear Armageddon.  Over the weekend, leading nuclear disarmament expert Theodore Postol warned about the imminent danger of thermonuclear extinction, and former Senators Sam Nunn and Richard Lugar added their voices to those calling for emergency action to de-escalate the global showdown.

In discussion with colleagues on Sunday, Lyndon LaRouche focused on the urgent measures to be taken to put the Wall Street and London banks through orderly bankruptcy reorganization, starting with the cancellation of all the gambling debts.  He then elaborated on the kinds of Hamiltonian measures that must be immediately implemented to put people back to work in meaningful jobs.

LaRouche explained:

“The important thing is that what we need is a statement, which is to be a general statement, which is to say that we know now that the Wall Street organization is generally not only bankrupt, but hopelessly bankrupt.  Now, therefore, since the Wall Street money, which is actually now worthless, in fact, is gone, we have to provide a source of credit which will be Federal credit, a lawful creation of Federal credit which will be a fund which can be used by the states and by the national government in order to fund, the creation of new employment.  That’s what the issue is.

“Now, the new employment means, employing people in things that they can do, or can be trained to do.  Because you have to have a buffer by which you cannot leave the government and this nation collapsing.  You’ve got to intervene immediately and say: Okay, we’re going to take a debt.  We’re going to incur, — as the United States we’re going to incur a debt; it’s going to be a big debt, it’s not going to be excessive, but it’s going to be a big debt because we must immediately move to put people to work, and to do similar kinds of things now, immediately. And it has to be done on a credit system, which is a Federal credit system.

“Now, we have some history on this thing, which Bill Clinton can respond to, essentially, at least emotionally, because what happened, then, when Bill Clinton left office, what happened, this bail-out business, this crazy operation took over. And so, for a period of four terms of office of the Presidency, and we have ruined everything.  And it was ruined by the people who tried to change the policy of the United States against what Bill Clinton had been working to do.

“Go back to what Bill Clinton had announced in the summer of the year when the attack on him came [1998], he had a policy, as a policy which he endorsed me for doing, for presenting, and that policy can work.  And it was Bill’s idea, of how to organize, because the Russian system was bankrupt, totally bankrupt; and that had an effect upon Europe and everything else, and the idea was to get a recovery program based on the trans- Atlantic region, which would work, to save the economy from what was created by Wall Street at that time.

“And that’s what we have to do, we have to do that now. Because we cannot sit there without a program of that type.  This thing is totally bankrupt, entirely, hopelessly bankrupt.  It’s going to become worse at an accelerating rate.  We have to have a buffer, a Federal buffer, and the old system of government has to take the responsibility of creating that buffer.  And then, the purpose is to put people to work, in productive work.  And we must have that now.”

Ray McGovern Arrested for Attempting to Attend Speech with Former CIA Director

A high-level guest speaker from the previous  30th Anniversary Schiller Institute Conference, Ray McGovern,  was arrested in New York on October 31, 2014.  The 75-year-old former CIA Agent and current peace activist was detained before the start of a talk between former CIA director David Petraeus, retired US Army Lt. Col. John Nagl, and author Max Boot on American Foreign Policy.  Witnesses claimed that during the arrest he was declaring “I have a ticket!” but the police continued to very aggressively arrest the 75 year old man.  Ray McGovern’s presentation at this latest Schiller Institute Conference is a living testament of what is needed to address to current political situation.  His speech went through the double-talk of American Political leaders and the shameless submission by Europe’s leader, but what he stressed the most was the importance of organizing as opposed to simply giving speeches or spreading information.

He said:

“When I was beaten up for simply standing with my back to Hillary Clinton, who was then the Secretary of State, standing up quietly, not saying anything, not having anything, signs or anything, I was beaten up pretty badly…

McGovern-snapshot-01

He continued,

…And guess what? I don’t know how it is here in Europe, but in America, people don’t like to see old people get beat up. How do I know that? Hillary Clinton received thousands and thousands of telephone calls and telegrams and emails saying “What are you beating up an old man for?

…if you have some gray in your hair, put your body into it. People don’t like old people to get beat up.

Now, you young people! You got really good models here. You got Sophie Scholl, 21, 22; you’ve got Bradley, now Chelsea, Manning, who was 22 when he did his deed, you have Edward Snowden who was 29—there is great hope.”

In light of these events we’ve attached McGovern’s speech to highlight the importance of courage and the necessity for those viewing to become involved.

China’s High-Speed Rail Investment Would Cover the U.S.A.

Brookings’ Africa in Focus online magazine published an article Sept. 25 on “The Expansion of Chinese Railways in Africa,” which made clear that Chinese President Xi Jinping’s expressed wish to “link all the capitals in Africa with high-speed rail” is well underway.

China has projects in progress all over the continent, the magazine reports, totaling tens of billions of dollars in investments, and providing the African continent with the connectivity of a standard (Chinese) gauge in replacement of the half-dozen gauges of the old railroad fragments built under well-forgotten colonial empires.  One of the most important, the rail corridor across Kenya which will then connect north to the Mediterranean coast, is scheduled to start construction in October, financed by the China Export-Import Bank and the Kenyan government.

But the article’s observation that China’s rail building abroad is expanding rapidly while it slows at home, is not true.  The nation’s investment through China Railways in high-speed rail within the country, has increased by 20% in the past year and is running at nearly $100 billion a year (430 billion yuan, or $65 billion, through August in 2014, as reported in Xinhua).

This is a very large investment; it would build a nationwide network of high-speed electrified corridors in the United States in less than five years, according to a thorough EIR study of requirements published in 2002, although U.S. landmass is greater than China’s. Rep. Peter DeFazio (D-OR), when he publicly slammed Obama in 2011 for deliberately failing on economic infrastructure, had introduced legislation for $300 billion in high-speed rail funding over six years — a very serious level but only half that of China now.

A Reuters article Sept. 29 quotes Xinhua that so far the increase has been accomplished solely with state banks — Industrial and Commercial Bank of China Ltd., Agricultural Bank of China, China Construction Bank Corp., and Industrial Bank Co. — all contracting with China Railways Corporation. The government’s targeted investment level is even higher than this $100 billion annual rate, intending to bring private banks and funds into the investments through China Railways.

Bolivia Asks China for $3 Billion for Major Infrastructure

Bolivian President Evo Morales met with Chinese Vice Prime Minister Zhang Gaoli on Sept. 22 in New York City, where both are attending the UN General Assembly. According to Bolivian Development Planning Minister Viviana Caro, Chinese President Xi Jinping had offered $10 billion in financing for Ibero-American development projects at the BRICS summit in Brazil, “and we are going to take up China’s offer” with a request for a $3 billion credit for four projects.

Among the projects Morales presented to Zhang are the industrialization of the giant iron ore deposits in Mutun, in eastern Bolivia — meaning using them to produce steel, as opposed to simply exporting them as raw materials. He also requested Chinese help in building the Puerto Busch-Motacusito railroad, which would also run past the Mutun mine. Mutun is one of the largest iron ore deposits in the world, with an estimated 40 billion tons of iron ore and 10 billion tons of manganese. This is a geographically critical area, and series of projects, for all of South America.

Bolivian-ore-deposits

Natural Ore deposits in Bolivia. By utilizing this credit investment from China, Bolivia would be able to advance its own industrial productive capabalities for long term economic development.

The Bolivian government is already building a major inland port at Puerto Busch, which is on the Paraguay River, which will give landlocked Bolivia access to the Atlantic Ocean via Paraguay and Argentina. Just north of Puerto Busch is Puerto Suarez, another Bolivian river port which is only 10 km from the Brazilian border, and is situated by Laguna Caceres, which is connected to the important Paraguay and Parana river waterways by the Tamengo Canal. This is also close to Corumba, Brazil, one of the locations where the great Amazon River system and the Paraguay/Parana/Rio de la Plata river system meet, and could be interconnected with a navigable canal, as has been proposed as far back as Alexander von Humboldt in the 19th century.

The interconnection of South America’s three major river basins — the Orinoco, the Amazon, and the Rio de la Plata — along with high-speed rail corridors traversing South America from the Atlantic to the Pacific, connected into the World Land-Bridge via the Darien Gap, were proposed in detail in the 1988 Schiller Institute book, Ibero-American Integration.

President Xi Calls for a ‘Dialogue of Cultures’ at Confucius Celebration

In a key-note speech at the International Conference Commemorating the 2565th Anniversary of the birth of Confucius and the fifth Congress of the International Confucian Association, President Xi Jinping called for a dialogue among cultures. “Culture is the soul of a nation,” President Xi said.

“If a country or a nation does not cherish its own thinking and culture, if they lose their soul, no matter which country or which nation, it will not be able to stand..Countries must value and maintain their own thinking and culture, while recognizing and respecting others,..

Individual modes of thought are special in their different ways and there is no culture or thinking that is superior to others..And irrespective of their size and strength, all countries’ thinking and cultures deserve to be recognized and respected.’

All countries and nations should learn and draw on the strength and quintessence of others’ ideology and culture. This is an important condition to encourage dignity, confidence and strength of native ideology and culture.”

he said, while stressing that every nation should value and maintain its own ideology and culture.

“Any kind of civilization, no matter which country or nation it originated from, is fluid and open,”

Xi said, noting that such a flow is an important rule for the spread and development of civilizations.

“Chinese civilization has become more rich and colorful through exchanges with others and in return made great contributions to human civilization in history,”

Xi said, citing the opening of the ancient Silk Road and the foreign diplomats sent to China in the Tang Dynasty (618-907), among other developments.

“Confucianism originated from China and it has long been part of human civilization.”‘

China Expands Its Plans To Move Away from The Dollar Currency

On Sept. 15, coinciding with a visit to Paris by Chinese Vice Premier Ma Kai, the Bank of China (BOC) was appointed as a yuan clearing service in Paris, and two French groups, BNP Paribas Investment Partners (the asset management arm of BNP Paribas) and Carmignac, were awarded licenses enabling them to invest in China’s mainland securities, in moves to expand yuan markets. In another move by Beijing to expand the offshore yuan market, a BOC spokesman told Xinhua the mechanism of renbinmi (RMB) clearing business in Paris will help Chinese and French companies and financial institutions use the yuan for cross-border transactions and facilitate free trade and investment between the two countries.

The BRICS Post said today that Beijing is keen on substituting the U.S. dollar with the yuan in all of China’s trade with other countries. The Chinese currency now trades directly with the Japanese yen, the Australian dollar, the Brazilian real, the euro, the New Zealand dollar, and many other currencies. The BOC became the renminbi clearing bank in Frankfurt in June, and China Construction Bank got authorization to be the renminbi clearing bank in London. China stepped up its plans to boost international use of its currency in October 2013 by signing an agreement between the European Central Bank and the People’s Bank of China (the central bank) to swap euros with yuan. The BRICS Post also noted that competition is fierce among Europe’s major financial centers, Frankfurt, London, and Luxembourg, to trade in China’s currency.

In a major highlight of an investment meeting earlier this month, Moscow and Beijing have entered into a pact to boost use of the ruble and yuan for trade transactions.

“We’re going to encourage companies from the two countries to settle more in local currencies, to avoid using a currency from a third country,”

Igor Shuvalov

Russia’s Deputy Prime Minister Igor Shuvalov said, referring to the U.S. dollar. Meanwhile, the United Kingdom will become the first Western country to issue an offshore bond in the Chinese renbinmi. This was announced after discussions between Vice Premier Ma Kai and U.K. Chancellor of the Exchequer George Osborne earlier last week.

Helga Zepp-LaRouche: China, Contrary to the West, Is Not Operating on the Basis of Geopolitics

Helga Zepp-LaRouche, in her Sept. 11 webcast on the BüSo website was, asked about the alternative to Western policy that is developing around the BRICS. In her reply, she also went into her impressions of her visit to China in late August-early September.

Not only does China continue to make spectacular progress in building infrastructure throughout the country — at a pace unheard of today in Europe, she stressed, but the government is simultaneously striving to make sure that the population remains conscious of its long and rich cultural heritage, such as the Great Wall and the Silk Road. She, herself, got a sense of that during the “fact-finding tour” of the Old Silk Road that she and others took in the West of China.

Her two-week visit was packed with meetings and conferences, but she wanted to summarize the sum of her experiences.

“This is of great importance: We have to make sure that the German population and others in Europe and America acquire a correct understanding of what is going on in China with the Silk Road and its space policy.”

What one generally hears from think-tanks in the West, Zepp-LaRouche said, is that China just wants to extend its influence, and further its imperial expansion. “Nothing could be more wrong,” she commented. But these Westerners judge China’s economic and space policies by projecting onto China what they themselves do when they pursue geostrategic interests, just as the EU is pursuing, and want to expand the EU ever further. Both former EU foreign policy representative Solana and EU Commission President Barroso have said there is no limit to EU expansion.

“The EU is a neo-imperialist entity which pursues geopolitical interests and considers them to be in blatant contradiction with the alleged geopolitical interests of others countries, such as the U.S., Russia, China, the BRICS group. And that is what is wrong.”

But what is motivating Chinese policy and what has become the guiding light for the BRICS and for a growing number of countries around them, Zepp-LaRouche went on,”is not geopolitics. People in the West cannot even imagine that there are countries which are not operating on the basis of neo-liberalism, monetarism, positivism, and geopolitics, and whose axiomatics are perhaps not identical with, but are very similar to, the thinking and principles that Gottfried Leibniz put forward at the end of the 17th and the beginning of the 18th centuries — that is, a true development perspective for the universal history of mankind which is completely comparable to the policy of the American Revolution or of John Quincy Adams, one of the earliest Presidents who said:

“That is emphatically what China is doing today.”

Many people may not understand that, or believe it, Zepp-LaRouche said. But she can assure them that China is operating for the moment on the basis of 5,000 years of Chinese history, more than that of any other country. That is manifest, for example, in the role that Confucianism still plays today in China’s identity, and also in other “nice things” such as Chinese cuisine, which is famous worldwide.

China “is a cultural nation which is not imperialist, and whose interest is to further develop mankind,” which is the concept of the New Silk Road.”Since the reforms of Deng Xiaoping at the latest, by applying the correct scientific principles, China has realized the greatest economic transformation of any country on this planet. And they are now at the point where they are saying: We will transform the other, still-undeveloped regions of China, and raise the population’s living standards, and above all we will make this model of development available to all, in the form of the New Silk Road being in the tradition of the old Silk Road. This is an open concept. Everybody is invited to join in and contribute. It is explicitly inclusive and not directed against the alleged geostrategic interests of other nations or groups of nations.

“That is a very important difference. It is not geopolitics, but a dynamic concept of the upward development of the human species. And I would ask all our viewers’ who do not believe me to send me their questions. I am more than willing to engage in a dialogue with you, because it is crucially important for Germany that we understand this.”
